France is not one of those countries which give a poor man a legal claim to relief -- its law-givers and rulers unite with the leading economists in proclaiming that society has merely moral duties, /. e. such as are voluntarily undertaken towards the distressed, and that the latter can never have any actual legal claim to relief In spite of the wording of some laws which may be taken in the opposite sense, this has always been the point of view of the French nation, and it has always been carried out in practice. Even when it was decided that a poor man had a claim to relief from his commune, it was always supposed, and sometimes even expressly mentioned, that relief could only be given as far as the means, voluntarily subscribed, would allow. The imposition of a special poor-tax, so it was said, was against the ruling principles; besides which the duty of dispensing public charity was not always laid upon the commune, but sometimes on the province (or department), and sometimes on the State. Sec i. Relief or The Distressed. The charge, and if possible the maintenance of the local poor, when they become old and infirm, seems always to have been the duty of the commune in France.
